Programme Description

The Arctic has become the subject of increased geopolitical interest for a number of international actors, covering both Arctic Council members (including the US, Russia, and EU member States Denmark and Sweden) and non-Arctic states (including China, Japan, India, the UK, and EU Member States Germany, France, Italy, Spain, and others). These actors may have conflicting geopolitical and economic interests in the area and have defined or are defining comprehensive policy approaches towards it. The EU’s recently adopted Communication on the Arctic has also updated the Union’s policy approach. In the context of the continuous efforts against climate change and an increasingly hostile and aggressive Russian foreign and security policy, epitomised by its war of aggression against Ukraine, the area becomes even more relevant.

This 2-day executive training seminar aims at providing a comprehensive understanding of all relevant dimensions (geopolitical, security, connectivity, economic, environmental, etc.) of the EU’s and of other competing policy approaches in the Arctic, and offering participants a thorough overview of the challenges and opportunities arising from these complex governance structures. The training combines the perspective of policymakers and advisors with that of academic researchers in order to explore the issue from different perspectives while the participants will have the opportunity to put theory into action via an interactive simulation game.

Learning outcomes

By the end of this programme, the participants will be able to:

  • Comprehend the current institutional and legal framework of the Arctic region;
  • Break-down and analyse the current policy approaches adopted by the EU and other non-EU Western states;
  • Examine the issue of arctic governance from all the relevant dimensions, namely geopolitical, security, connectivity, economic, and environmental;
  • Identify the key challenges and opportunities arising from these complex governance structures.

Learning methods

  • Knowledge transfer sessions led by academics and policy makers with significant experience in the field;
  • Case studies analysis;
  • Active exchange in groups via an interactive simulation game.

  • Public officials and advisors from NGOs, government institutions, EU Institutions and agencies, International Organisations, etc.;
  • Diplomats involved in relative negotiations;
  • Politicians, political consultants and advisors working at different levels of government;
  • Lobbyists, journalists with an interest in the issue of artic governance;
  • Mid-level and senior staff in private companies with an interest in the Arctic region.

Information for applicants

  • The training course will take place in a residential mode on 18 and 19 September 2023, in Brussels, Belgium.
  • The programme will include approximately 13 hours of in-session training.
  • Participants will be enrolled to our virtual learning environment (Brightspace) to access the materials of the course. Some pre-training readings might be necessary.
  • Accepted participants that successfully complete the training seminar will receive a Certificate of attendance from the EUI’s School of Transnational Governance.

Early Bird Discount (10%) is applicable for registrations by 30 April 2023 – 23:59 CEST.

The affiliation discount (15%) applies for NGO staff, national civil servants and EU officials (from EU institutions and bodies), international organisations, as well as EUI alumni, and former paying participants of STG courses.

The lunches and coffee breaks during the residential part of the programme, as well as social activities will be provided from the EUI. The fee does not cover travel and accommodation. Our events team can assist you in finding the best options for stay in the city.
