The Climate Policy Specialist, reporting to the Multilateral Governance Manager, is responsible for leading and coordinating work related to complementarity and coherence with climate funds and other climate finance delivery channels, in line with relevant UNFCCC Conference of the Parties (COP) and Board mandates and relevant policy documents, including the operational framework for complementarity and coherence, as well as for liaising effectively with a range of relevant thematic bodies under UNFCCC, such as those specializing in technology and capacity building.

Duties and Responsibilities
Purpose
- Lead on the planning and execution of activities related to complementarity and coherence with climate funds and other climate finance delivery channels as part of the GCF engagement and response to the UNFCCC-COP guidance and Board decisions;
- Support Fund-wide efforts to enhance complementarity and coherence with other climate finance providers, including by better aligning programming, processes and policies with other climate funds and identifying strategic opportunities for programming engagement, working closely with operational divisions;
- Provide policy advisory services to support the policy formulation and implementation of COP guidance to the operation of the Fund, including in the implementation of the arrangements between the GCF and UNFCCC COP, as well as strategic issues to inform action by the Fund in international climate and multilateral governance processes;
- Lead in the development of key inputs to the Board, including updates and reports on the implementation of crosscutting decisions for the Fund;
- Develop knowledge products advancing complementarity and coherence agenda and showcasing cooperation with other climate funds and climate finance delivery channels.
Engagement
- Engage closely with the operational divisions of the Fund to embed complementarity and coherence initiatives with other climate funds and climate finance delivery channels in GCF policies, procedures and operations;
- Facilitate efforts within the Fund to enhance the response to, and awareness and understanding of the Guidance of the Conference of the Parties and the relationship with the UNFCCC, including in areas of complementarity and coherence, technology and capacity building;
- Support across all work of the Office of Governance Affairs on climate policy, including complementarity and coherence with other Funds, input to operations of the GCF, and analysis and operations of the Board;
- Support the linkage between the Fund and the UNFCCC thematic bodies, including by liaising with thematic bodies in the field of technology and capacity building, positioning the work of the Fund in the wider climate international context;
- Represent the Fund in climate finance events, meetings, and relevant fora as required and support outreach to a wide diversity of stakeholders and partners of the Fund.
Delivery
- Coordinate the development of the Annual update on complementarity and coherence for the Board and liaise with relevant divisions within the Secretariat on the implementation of the Operational framework on complementarity and coherence;
- Coordinate Fund-wide implementation of bilateral and multilateral initiatives on complementarity and coherence with other climate funds and climate finance providers, focusing on delivering concrete programming output;
- Monitor, analyze and socialize overall relevant climate policy trends and support materials and inputs to advise Fund operations, as required;
- Track and maintain a calendar of climate finance events, meetings, and relevant fora with focus on complementarity and coherence;
- Assist in the preparation of Board meetings by coordinating with internal and external actors before, during, and after the meetings.
Climate Policy Specialist Job Requirements
(Education, experience, technical competencies required of the job)
- Master’s degree in international relations, environmental policy, economics, finance, sustainable development, climate policy or related fields;
- A minimum of nine (9) years of relevant work experience, including involvement in implementation of climate and environmental policy and finance processes;
- Desirable experience in climate finance or development finance; familiarity with multilateral climate
- funds, project financing, and the UNFCCC;
- Ability to read and communicate (written and spoken) fluently in English; the ability to read and communicate in one or more other major languages (French, Spanish, Russian, Chinese, Arabic) is desirable;
- Ability to work under pressure, under strict timelines, and at high speed, for the delivery of tasks related to the post with high quality and timeliness;
- Suitability to undertake the responsibilities mentioned above at the required level, with the following:
- Proven application of expertise;
- Able to act as a team leader when required, with supervision from the team head;
- A team-player with a proactive and can-do attitude;
- Experience of establishing strong working relationships with colleagues from different functions and cultures;
- Familiarity in communication with government officials, representatives of regional groups and a range of stakeholders is an advantage;
- Effective analytical and organizational skills, sound judgment, decision making abilities, be tactful and diplomatic and be capable of working under strict timelines;
- Works collaboratively with colleagues to achieve organizational goals;
- Outstanding planning and organizational skills are required, identifying priority activities and assignments; adjusts priorities as required;
- Identifies strategic issues, opportunities and risks; and delivers outputs for which one has responsibility within prescribed time, cost and quality standards.
