1. Purpose of the contract

In close collaboration with the Health and the Environment (HAE) team of the WHO Western Pacific Regional Office (WPRO), WHO Country Offices (WCOs) HAE teams, and the programme on Water, Sanitation, Hygiene and health care waste management (WASH) at WHO, Geneva, the Contractor will support WASH program in the WPR to improve WASH services. This work will contribute towards the 13th General Programme of Work Output 3.3.1. Countries enabled to address environmental determinants of health, including climate change and CCE thematic priority pillar 1 Advocacy and pillar 2 Building resilience into health systems. Under the supervision of a HAE coordinator, the consultant is assigned the agreed terms of reference:

  • To provide support in the data collection and literature review for the Drinking water quality standards and Water Safety Plan (WSP) situation in the region focusing on country characteristics such as chemical issues, major drinking water sources, policy about bottled water etc;
  • To support preparing key findings and situation analysis report on the drinking water quality standards and WSP in the region, which can be brought to improve WASH in HCF in the region;

2. Background

WPRO has been working on WASH issues for many years, and has made significant progress in improving access to safe water, adequate sanitation, and good hygiene practices in the region. For example, basic drinking-water services in the region have shown an increase of 15% points from 2000 to 2015. In 2015, 95% of the population in WPRO had access to basic drinking-water services while world average was 89%.

However, there is still much work to be done to ensure universal access to WASH services in the Western Pacific region. Rapid and recent changes in the global environment, in particular the impacts of climate change and the unprecedented demand for water and hygiene services needed to combat the COVID-19 pandemic have brought the urgency to access WASH services to a new level. The provision of safe drinking water is crucial for maintaining good health and preventing the spread of infectious diseases. To ensure this, it is necessary to be well aware of the situation of drinking water quality standards and water safety plans in the region. This can identify potential risks to water safety, inform policy development, and improve WASH in HCFs.

3. Planned timelines (subject to confirmation)

Start date:   3 July 2023

End date: 15 December 2023

Total of 50 full-time work days

4. Work to be performed

Method(s) to carry out the activity

The bulk of work under this contract is expected to be carried out from the consultant’s home under a work from home arrangement.  The consultant will use a variety of online tools, such as email, video-conferencing, and social media applications to connect and engage with WPRO staff and Member States. 

Description of activities to be carried out

(1)  Provide support in the data collection and literature review for the Drinking water quality standards and Water Safety Plan (WSP) situation in the region focusing on country characteristics such as chemical issues, major drinking water sources, policy about bottled water etc;

(2)  support preparing key findings and situation analysis report on the drinking water quality standards and WSP in the region, which can be brought to improve WASH in HCF in the region;

(3) Provide technical assistance to the activities linked to the WASH in the region; and

(4) Liaise with HQ and WCOs regarding WASH activities

5. Specific requirements

– Education required: Postgraduate degree in Engineering, Environmental Health, Health Sciences or International Development with specialization and strong background in Water, Sanitation and Hygiene.

– Experience required: At five years of experience in WASH, with a focus on Water Safety Plan (WSP) and community-based WASH

        – Skills / Technical skills and knowledge:

  • Technical knowledge and practical skills in the development of strategies, policies and workplan development and evaluation in WASH, with special focus on WASH for health;
  • Skills in facilitating meetings; excellent communication skills and good understanding of Western Pacific cultures; and
  • Skills in report preparation.

– Language requirements:

  • Fluent in English (Read – Write – Speak).

7. Place of assignment

The Contractor is expected to work for 50 days home-based starting from 3 July 2023 to deliver the above work completed by 15 December 2023.

8.    Medical clearance

A medical certificate is not required for this consultancy.

9.    Travels

No travel will be required for this assignment.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.

  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster. All applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) upon conclusion of the selection process. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling in this area of work or for similar requirements/tasks/deliverables.
