In Namibia, we support the Government of Namibia (GRN) in identifying key challenges in meeting its Vision 2030 and the Sustainable Development Goals (SDGs) by improving capacities at the national, regional and local levels. . To Accelerate structural transformations for sustainable development our programming priorities are 1) Sustainable, Inclusive and Green Growth, 2) Sustainable environmental management and increased resilience to shocks and crises, and 3) Improved governance for accountable, responsive institutions and civic engagement.
Namibia is geographically an arid country, and access to water for domestic, industrial and agricultural use is a critical issue. Water scarcity, as a result of low and erratic rainfall, persistent droughts and high temperatures, are Namibia’s major climate change challenges that have a detrimental significant impact on all aspects of the Namibian economy, human health and livelihoods. Furthermore, the impact of COVID-19 pandemic and the Russia-Ukraine conflict have exacerbated existing socio-economic challenges related to access to affordable renewable energy, food insecurity and increased poverty, social inequalities, macroeconomic instability, and unemployment ( UNDP, 2022 ).
In this context UNDP, together with implementing partners, and other collaborative partners, through the Japanese Supplementary Budget funded project aims to upscale the Strengthening Namibia food systems to recover from emergencies and disease-related shocks, strengthening recovery of food systems, supporting vulnerable communities, and strengthening information systems, support inclusive and sustainable renewable energy and sustainable solar for health financing.
In view of the above, UNDP Namibia CO is seeking for a Project Associate to monitor and manage the JSB project – Sustainable Inclusive Green Growth (SIGG) portfolio. Under the overall guidance of the Portfolio Coordinator, the Project Associate ensures effective delivery of the CO portfolio by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations, focusing on the various corporate tools. Institutional Arrangement ; Project Associate (NPSA7) Job at UNDP Namibia
The Project Associate will report directly to the Programme Coordinator and will work in closely collaboration with the operations, programme and projects’ staff in the Country Office (CO), UNDP Regional Service Centre for Africa (RSCA) and HQs as required. Additionally, the Project Associate will be required to report activities both internally within the UN, to the donor and work closely with designated focal points in the line Ministries of Agriculture Water and Land Reform, Mines and Energy, Works and Transport and respective regional and local leaderships.
Scope of Work
Supports Formulation Of Programme Strategies And Implementation Of The Country Programme Documentand Annual Work Plan Implementation Focusing On Achievement Of The Following Results
- Collection, analysis and presentation of background information for preparation of Project document(s), Annual Work Plans, and other UNDP and donor specific needs, effective application of Results Based management tools and establishment of management targets Quantum and Quantum+;
- Presentation of background information for formulation of country programme, draft project concepts and documents, work plans, budgets, proposals on implementation arrangements;
- Creation of projects in Quantum, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project;
- Provision of guidance to the executing agencies on routine implementation of projects;
- Presentation of information for audit of project, supports implementation of audit recommendations.
Resource Mobilization Focusing On Achievement Of The Following Results
- Support the collection of data and information on donors to create donor profiles;
- Support concept development process by conducting policy and strategy reviews.
Budget quality and compliance support
- Establish and manage budgets in ERP systems under the SIGG Portfolio and in line with UNDP Internal Control Framework;
- Oversee and provide financial management of the Portfolio through regular budget monitoring and management. (i.e., create requisitions, follow up on delivery) working closely with the program finance team;
- Conduct review of the portfolio funds in line with the projects to maintain accurate status information in ERP systems;
- Effective management of the portfolio interventions including budget management, expenditure monitoring and donor reporting;
- Manage project/programme extensions and closure, including determination of unutilized funds and donor balances, and facilitation of donor refunds/transfer to new funds;
- Assists in the managing of donor commitments and tracking of receipt of donor contributions and track donor earmarks;
- Assist in monitoring and tracking project approvals, budget records, disbursements and statements of expenditure submitted by the Participating Organizations on an on-going basis;
- Reviews Fund Transfer Checklist, including proper checking of the supporting documents for payments and follow-up on missing documentation prior to approval by the (Senior) Portfolio Manager;
- Designs engagement instruments (TORs, procurement etc) to activate options/interventions;
- Support in providing timely and accurate reporting of financial statement to external governing bodies and donors to ensure compliance of reporting requirements (where applicable).
Project Management
- Support the process of concept development in line with the SIGG portfolio interventions;
- Prepare and review the Annual Work Plan (AWP) on a multi-year basis reflecting project progress, delivery, and budget revisions;
- Manage project resources authorized or disbursed to other units or to responsible parties within the respective allocated project;
- Support procurement processes, including identification of needs, to payments, and evaluations in close collaboration with the procurement and operations units;
- Support project reporting activities both internally within the UN, to the donor and respective line ministries;
- Support output verification and monitoring activities related to respective projects.

Required Skills and Experience
- Secondary Education is required.
- A university degree in Renewable Energy, Economics, Agronomics, Agriculture or related field is desirable.
Experience ; Project Associate (NPSA7) Job at UNDP Namibia
- Minimum of 7 years (with high school diploma) or 4 years (with bachelor’s degree) of relevant progressively responsible administrative/management or programme experience is required at the national and/or international level. Experience in thematic area is desirable;
- Minimum 2 years’ experience in programme;
- Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings;
- Excellent understanding of the socio-economic issues and developments in Namibia;
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP;
- Experience in using UNDP’s ERP system is highly desirable.
