Job Summary:
CRS is dedicated to supporting local organizations to be leaders in the development and humanitarian aid sector. The Project Support Officer: Partnership will be responsible for developing resources and providing accompaniment to build partner organizations’ operational capacities in project and award management.
This person will work closely with CRS Project Support and Project Management teams to develop tools, templates, and trainings for partner organization capacity building in these key areas.
The Project Support Officer: Partnership will initially focus award management support with CRS Empower Partners in Latin America and Caribbean Region. The Partner Support Officer will draw on experience from accompaniment with Empower Partners to contribute to agency wide strategy on partner capacity building on Project and Award Management.
RESPONSIBILITIES Project Support Officer II (Partnerships) at Catholic Relief services (CRS) in the USA
Roles and Key Responsibilities:
- Provide technical assistance and guidance to develop agency project and award management resources for partners: Building on work completed by CRS for internal use, lead the development and further adaptation of trainings, tools, templates and communication materials to supports partner organizations to build capacity in project and award management, in coordination and collaboration with others from the project management team, project support team, and other relevant HQ and regional departments.

- Partner Training and Accompaniment: Deliver interactive online and in-person trainings to partner organizations on project management and award management. Provide training and accompaniment to partner organizations on donor management and information systems including registration, proposals and reporting processes.

- Community of Practice/Peer Learning initiative: Establish and lead a community of practice on project and award management with partner organization project managers to support information sharing and learning. This includes the systematic documentation and analysis of lessons learnt across partners.

- Coordination with CRS teams: Coordinate with other CRS teams working with partner organization (Country Program Teams, Regional Teams, Humanitarian Response Team, and Partnership and Capacity Strengthening Team) to ensure that capacity building plans and initiatives are organized, sequenced and layers to ensure optimal support to Partners
QUALIFICATIONS required for Project Support Officer II (Partnerships) at Catholic Relief services (CRS) in the USA

Basic Qualifications: Project Support Officer II (Partnerships) at Catholic Relief services (CRS) in the USA
Education and Experience
- Bachelor’s degree.
- Minimum of five years of experience in the humanitarian or development sector with at least two years of experience in project or program management, and/or award management, and or capacity building.
- Demonstrated experience in partnership capacity building or institutional strengthening, including developing adult learning tools.
- Knowledge of CRS programs, and Catholic Social Teaching principles.
- Experience facilitating collaboration between partners and different departments and country programs.
Required Languages – Fluency in written and spoken English required, professional proficiency in Spanish required.
Preferred Language – French.
Travel – Ability and willingness to travel to low resource environments in foreign countries as needed, 30-50%.
Knowledge, Skills and Abilities (SKAs) –
- Strong leadership and coordination skills.
- Ability to work well with diverse employees in a cooperative and friendly manner.
- Demonstrated ability to work collaboratively with multiple stakeholders in multiple geographic locations.
- Experience managing projects and supporting project implementation throughout the project lifecycle.
- Experience working with local development organizations.
- Excellent interpersonal communication and experience.
- Individual must possess the ability to influence without direct authority.
- Ability to manage multiple priorities.
- Proficiency in Microsoft Office suite.
Preferred Qualifications
- Familiarity with USAID, DOS, CDC and USDA, including funding cycles, technical requirements, proposal requirements, eligibility requirements, project deliverables, regulations and working preferences.
- Knowledge of and experience with CRS’ project management tools and resources strongly preferred, including Compass, CRS’ publicly available website for project management guidance and resources.
- Experience facilitating online training courses strongly preferred.
