How can you tell the difference?

The community development specialist will work under the supervision of the head of the zone office (Mopti, Gao and Timbuktu) in close consultation with the Head of the Social Policy Section of Bamako.

The Community Development Specialist will provide technical and operational assistance in terms of community-based local development in general and particularly concerning the implementation of the activities of component 3 (AGR and TP-HIMO) of the Promotion of Access to Financing, Entrepreneurship and Employment in Mali (PAFEEM).

Main Duties and Responsibilities  

Within limits of delegated authority and within the given organizational structure, the incumbent may be assigned primary, shared or contributing responsibilities for some or all of the following areas of major functions and key end results.

  • Program development and planning support
  • Support the completion/updating of the situation analysis of community development structures and basic services in his/her region.
  • Conduct surveys and collect data on community needs to identify concerns and formulate solutions
  • Support the systematic profiling of communities against certain program eligibility criteria and maintain this information to monitor progress as interventions are implemented
  • Implementation, monitoring and capitalization of the program
  • Work closely with colleagues and external partners to discuss operational and implementation issues of the community development program, specifically income-generating activities (IGA) and labor-intensive public works (HIMO) )
  • Design community mobilization plans for the participation of the population in community activities
  • Provide appropriate solutions, recommendations and/or alerts to managers and stakeholders for decision-making during the implementation of community development activities
  • Networking and creating partnerships
  • Establish and maintain close and effective working partnerships with decentralized services (ministry services) and decentralized structures (town halls)
  • Contribute to the drafting of communication and information documents for advocacy around the program
  • Participate in inter-agency meetings and other program forums related to community development
  • Capacity Building
  • Analyze gaps in knowledge and skills related to certain local sectors and propose reinforcement plans
  • Participate as resource persons in capacity building initiatives to improve local skills.

Job Requirements for the Community Development Specialist Jobs at UNICEF Mali

Education

The Specialist must hold a Master’s degree (BAC +5) in community or local development, or any other relevant social science discipline with a cumulative experience of five (5) years.

  • Candidates holding a university degree at License level (BAC+3) in the same fields with at least 7 years of experience can also apply.
  • Recent training in the field of community development will be given due consideration.

Professional Experience

  • Relevant professional experience in the design, implementation and management of community development programs in complex, high-risk, conflict-affected environments. In-depth knowledge of the Sahel region(s) or of comparable complexity is highly desirable.
  • In-depth knowledge of current debates and evidence on community development is required. The ability to design and implement a child, youth, women and gender sensitive community development program
  • Knowledge and/or current residence in the three project areas (Mopti, Timbuktu, Gao) will be a key asset.
  • Candidates  with experience with the United Nations system; and in particular female candidates are strongly encouraged

Languages

Fluency in French is required. Knowledge of English or another official UN language (Arabic, Chinese, Spanish or Russian) or local language is an advantage. Fluency in at least one local language of the locality of assignment is required.
