This position is based in Khartoum, Sudan.
Organizationally the position sits within the UN Women Department of Management and Administration, the Security and Safety Services.
The Security and Safety Consultant will support directly, the UN Women Country Representative operationally whilst maintaining a technical line of reporting to the UN Women Global Security Advisor, through the UN Women Regional Security Specialist.
The role will be completed in the country, with a requirement to travel within the country based on the Country Office’s needs.
Duties and Responsibilities
|1. Provide technical support, guidance, and advice to the Country Office|
Provide timely and accurate security advice and where applicable, recommendations to the Country Office
Provide oversight, planning and approval for organizational missions
Clarify, interpret, and implement existing UN and UN Women security policies where applicable
Oversee security evaluations and provide advice on security measures for the residences (Residential Security Measures – RSM) of
UN Women personnel, as well as on the latest trends and threats to personnel security and safetyTrack developing threats and related risks, reviewing the impact of security factors and risks on UN Women personnel, premises, assets, programme, and delivery
Provide recommendations and assist in implementing effective risk prevention and mitigation measures, including UN Women support needs and context improvements.
2. Liaise with and participate in the local security community
Maintain close liaison and coordinate activities with the UN Women Regional Security Specialist
Actively participate in UNSMS Security Cell
Liaise and coordinate with the host government security organizations and other relevant actors, including national and local provincial authorities, military, police, as well as non-governmental organizations, UN entities, and other non-State actors, to maximize security and programme implementation
Maintain a security network of international and national security personnel.
Maintain liaison with commercial companies used for UN Women security at offices and residences in order to ensure the effective and efficient use of guard force services.
3. Collect, update, and communicate security and safety information, including timely reporting of security incidents affecting UN Women personnel, programmes, offices and assets
Provide updates and information to UN Women HQ in relation to inputs and content of the security and safety intranet portal and documentation
Dissemination of security and safety information and measures to personne
lDisseminate analytical products and outputs of the Security and Safety Services to stakeholders
Conduct regular communications with UN Women Country Security Focal Point
Maintain the established UN Women Warden System/Communication Tree where applicable.
Provide Air Travel Focal Point services to UN Women as per CATSU requirements.
Collate information and provide inputs to security and safety reports, such as the Security & Safety Incident Reporting System (SSIRS), Security Risk Management (SRM) Assessments and other ad-hoc incident reports
Oversee security and safety evaluations and surveys of Country Office and Field Offices
Develop accurate and timely written country briefings; input to position papers, etc.
Provide information to the country UN Security Management System (UNSMS) as required.
4. Develop, maintain, manage and implement the UN Women Security Plan and conduct training courses on security awareness, preparedness, mainstreaming, and specialized security and safety functions
Oversee the development, update and implementation the UN Women Security Plan in accordance with the country UNSMS Security Plan
Manage the preparation and review of the UNSMS Security
Plan and provide technical support in its implementation Provide advice in the selection and procurement of security and safety equipment
Prepare and submit security clearance/movement of UN Women personnel
Maintain and update data of UN Women offices and residences, in the Global Premises Directory.
Participate in the development and delivery of UNSMS trainingDevelop UN Women specific security and safety training based on established courses and needs
Deliver security and safety training, as directed
Provide security orientation briefings to newly assigned personnel
Provide Business Continuity training sessions as required.
5. Monitor, manage and implement UN Women compliance of the Security Risk Management Measures (SRMM) established for the duty station
Compile data required for the SRMM Self-Assessment of the UN Women Security and Safety Compliance Survey (SSCS)
Implement SRMM for UN Women personnel, premises and assets, and systems and protocols, in accordance with organizational risk acceptance, ensuring the mainstreaming of security
Provide UN Women managers with prescriptive content such as policy, risk management methodology, SRMM, and RSM
rovide technical support to security and safety compliance input of all UN Women offices
Provide technical support to Programme colleagues completing and submitting the UN Women online Programme Assessment process.
Ensure 100% completion of the UN Women Security and Safety Compliance Survey (SSCS).
Ensure 100% compliance with the UN Women Business Continuity and Crisis Management Application (BCCMA)
Ensure full functionality of UN Women Personnel Notification and Accounting system
Assist the Country Office in mainstreaming security and safety into all programmatic operations
Active participation at all UNSMS Security and Safety meetings and initiatives
Support the UN Women Country Representative or delegate with SMT, OMT, with talking points, advice, implementation recommendations
Represent UN Women in country Crisis Management as directed by the Country RepresentativeComplete a review of physical security arrangements at the Country Office and Sub-offices
Prepare movement plans for field missions for UN Women personnel
Develop a quick reference guide for the HIM scenario for the Country Office

Required Skills and Experience
|Required Qualifications, Experience and skills:|
Master’s degree or equivalent in Security, Business Administration, Risk Management or related discipline.
A first-level university degree in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
At least 5 years of progressively responsible experience in security.At least 5 years of international experience in managing security personnel.
Language:Fluency in oral and written English is required.
