The impact of the Syria crisis on Lebanon is unprecedented in the history of complex, refugee-driven emergencies. The crisis is not only challenging the country’s existing social and economic infrastructure and employment, it also brings to Lebanon a new set of disparities, cleavages and tensions that threaten to undermine Lebanon’s delicate social and political stability. Due to the crisis, Lebanon is witnessing a sharply rising influx of Syrian refugees through the Northern and Eastern borders.
Within this setting, The United Nations Development Programme (UNDP) has taken on a number of roles to help ensure that ensure that the response to the refugee influx, while focusing on the immediate lifesaving needs of the refugee population, also contributes to longer-term objectives, more resilient host communities and supporting durable solutions. In that regard, UNDP plays three equally important and reinforcing roles; 1) Support to vulnerable host communities integrated components for stabilization, and livelihoods; 2) Inter-agency coordination through UNDP’s co-lead of the Lebanon Crisis Response Plan and 3) Sector Coordination through UNDP’s lead of the Livelihoods, Social Stability and Energy Sector.
Under the direct supervision of the DRR the M&E-Reporting Analyst will be the UNDP focal point to RBAS and HQ for all M&E matters.
Institutional Arrangement
The selected incumbent will be working under the direct supervision of the UNDP Deputy Resident Representative
Duties and Responsibilities
Monitoring and Evaluation:
- Responsible for the development of the UNDP CPD M&E Framework (development of IRRF indicators including baseline, targets and means of verification)
- Responsible for the reporting and quality control of all the end-of-the-year results to RBAS and HQ on the Quantum+ platform (i.e. ROAR and IRRF reporting, Risk analysis, IATI, QA).
- Develop the UNDP Lebanon CO risk log (finalized and cleared for 2022)
- Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving UNDP expected results, while being compliant with UNDP and donors’ evaluation and monitoring requirements, including LCRP indicators particularly for Livelihood and Social Stability Sectors.
- Contribute to evidence-based decision-making on projects’ design/formulation and implementation, notably through making monitoring, defining qualitative and quantitative indicators, review and evaluation user-friendly and informative products/templates.
- Act as UNDP Lebanon M&E focal point on the ERC portal
- Ensure that all TORs, inception reports, and final reports are in line with the HQ Evaluation guidelines
- Ensure the CO implements project, programme and portfolio evaluations
- Support the programme staff in the development of donor proposals
- Responsible for concept notes and project proposals quality controls
Reporting
- Overlook of all donors quarterly and final reports
- Support the UNDP CO in successfully accomplishing the yearly reporting requirements of the UNDP HQ and Regional Bureau.

Education:
Min. Education requirements | • Master’s degree in Development Studies, International Relations, Social Studies or related fields; or,• Bachelor’s degree in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree. |
Experience:
Min. years of relevant work experience | Minimum 2 years with a Master’s degree or 4 years with a Bachelor’s degree of progressive relevant experience in M&E and Coordination. |
Required skills | Experience in preparing donor reports;Experience providing quality assurance and control . |
