The purpose of this consultancy is to support Ministry of Health in Somalia to scale up the implementation of surveillance for influenza and other respiratory pathogens. Somalia Ministry of Health is implementing sentinel-based surveillance for Influenza based in three sites in Banadir and one site in Garowe. These sentinel sites are supported by two reference level two laboratories to test suspected cases of Influenza. With support from US-CDC and the Pandemic Influenza Plan (PIP) framework, MOH intends to scale up the implementation of influenza surveillance to 5 additional sites in 5 major hospitals located in 5 states. Currently Somalia is implementing integrated diseases surveillance and response (IDSR) for timely detection and response to epidemic prone diseases. Integrating of surveillance and response for Influenza and other respiratory pathogens will further strengthen the IDSR implementation in Somalia.

WHO Health Emergency Programme Deliverables
Output 1: Build national capacities to implement integrated surveillance for influenza and other respiratory pathogens.
Deliverable 1.1: Train frontline health workers on detection and reporting of alerts for Influenza and other respiratory pathogens
Deliverable 1.2: Guide nationals on the collection, analysis and reporting of data using EMFLU and DHIS-2 in sentinel sites for influenza in Somalia
Deliverable 1.3: Qualify the laboratory technical officers to collect, transport and analyse samples from suspected cases of influenza including sharing information with WHO collaborating centres.
Deliverable 1.4. Evaluate implementation progress of influenza surveillance in the newly selected sites.
Deliverable 1.5. Develop and update contingency plans for the implementation of integrated disease surveillance for influenza and other respiratory pathogens
Output 2: To provide technical advice and opinion on developing response capacity for influenza and other respiratory pathogens in all states.
Deliverable 2.1: Support the capacity building for frontline health workers in response capacities for influenza and other epidemic prone diseases.
Deliverable 2.2: strengthen the national capacities to investigate and respond to alerts of influenza and other epidemic prone diseases in Somalia.
Deliverable 2.3: In collaboration with MOH conduct community sensitization and community engagement sessions for response to influenza and other respiratory pathogens.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: University degree in public health, epidemiology or relevant field
Desirable: Master’s degree in public health, epidemiology or relevant field
Experience:
- 5to 6 years’ experience in supporting disease surveillance and response with 2 years experience of implementing Influenza surveillance in Somalia;
- Previous experience on analysing Somalian context and main actors, including institutional authorities;
- Previous experience working with vulnerable populations in Somalia;
- Previous experience in developing in depth and detailed Situation Analyses for establishing IDSR systems in Somalia;
Skills / Technical skills and knowledge:
- report-writing skills (in English);
- strong analytic skills;
- excellent communication and time-management capacity;
Languages and level required (Basic/Intermediate/Expert):
Excellent knowledge in English
Location
The consultant will be working based in Mogadishu, however the consultant will be required to travel to sentinel sites in other states including Somaliland.
Remuneration and budget (travel costs are excluded):
Remuneration: NO-C (rate) – USD 4,177 (Monthly)
