The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. UNV works with partners to integrate qualified, highly motivated and well-supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. With field presences in over 60 countries, UNV is represented worldwide. UNV is administered by the United Nations Development Programme (UNDP). 

The Volunteer Advisory Services Section (VASS) based in UNV Headquarters in Bonn, is UNV’s policy, research, and knowledge hub on volunteering for the Sustainable Development Goals (SDGs). VASS brokers and generates evidence and knowledge on different facets of volunteerism and its contribution to and impact on peace, development, and the Sustainable Development Goals. This includes leading the research, publication, and advocacy for UNV’s flagship publication the State of the World’s Volunteerism report which is published every four years. VASS leads and coordinates UNV’s work across the UN system to integrate volunteerism into UN Sustainable Development Cooperation Frameworks and UN Entity Country Programme Documents and supports and advocates for Member States to integrate volunteerism and evidence on its contribution to the Sustainable Development Goals in Voluntary National Reviews (VNRs). 

The fourth iteration of UNV’s State of the World’s Report will be published in 2025. The report will focus on the development of a conceptual framework for the first volunteer index on measuring the value of volunteering to individuals, societies and national public goods. It will aim to tackle some of the wider challenges associated with efforts to measure volunteering including weak data sets, lack of comparability of data and the absence of conceptual frameworks. 

The Research and Technical Adviser will lead and coordinate the research, technical inputs and writing for the State of the World’s Development report, providing technical and methodological inputs and oversight to different research partners and their work. He/ she will coordinate the overall compilation and writing of the report ensuring coherence and fluidity between the different chapters.

Duties and Responsibilities

  1. Lead and oversee the intellectual and conceptual development of  research for the 2025 State of Worlds Volunteerism Report.
  2. Identify and foster new research partnerships, especially diverse high quality academic partners  including from the global south.
  3. Provide strategic and technical guidance to research consortiums and partners for the State of the World’s Volunteer Report 2025 ensuring methodological rigour and high quality outputs.
  4. Coordinate and oversee the compilation and writing of the report, by bringing together the different research papers and chapters to ensure a cohesive report with clear and relevant policy recommendations. 
  5. Draft background, technical, policy and discussion papers, and presentations for consultations and outreach activities.
  6. Participate in high level panels and deliver presentations to further UNV’s research objectives.

Required Skills and Experience

Min. Academic EducationMaster’s degree in Social sciences, Economics or a related field;A PhD in Social Sciences, Economics or related filed will be considered favorable.
Min. years of relevant Work experience 10 years of work experience in sustainable development, research, policy analysis and partnerships with 7 years of research experience in the above-mentioned areas.

Travel: 

This is a home based assignment. The Research and Technical Assistant will be expected to travel to Bonn, Germany at regular intervals (on average every three months) for periods of up to two weeks. He/ She will be expected to carry out other official travel as part  of their assignment. UNV will cover the cost of travel to Bonn and other official travel as required.
